Cartrefi Cymru Co-operative’s Council of Members plays a vital role in making sure the voices of the people who make up our co-op are heard and is a key part of how we shape and design our services.
Every three years, we hold elections to choose Council members from across Wales to represent their region and help guide the future of Cartrefi Cymru. Whether you're someone we support, a colleague or a member of our wider community, this is your opportunity to get involved and make a big impact.
Claire, one of our representatives on the Council is passionate about seeing more people get involved with democractic decision-making at Cartrefi. She said: “Becoming a Council member has given me a better understanding of what goes on in the whole Cartrefi Cymru Co-operative.
“I’ve enjoyed interviewing for the CEO and going to three weekend retreats. I enjoy having a part to play in the decision-making process and I’m more confident and sociable within myself when interacting with others and meeting new people. I’m also not afraid to use my voice and express my opinions.”
We're now inviting applications for our 2026 Council of Members elections, taking place over the summer. Below is all the information you need to know on how to apply to be a candidate and the difference you could make as part of our Council of Members…
What is the Council of Members?
The Council of Members is a group of elected representatives from across our co-operative who meet regularly to help ensure the co-op stays true to its values and the needs of the people it supports. It helps shape Cartrefi Cymru’s strategy and meets every year with our Senior Leadership Team and Trustees at the Annual Retreat.
Council members bring local knowledge, lived experience and different perspectives to discussions. It is the voice of our members. The Council works alongside the Board of Management to strengthen connections between our members, local forums and the wider organisation.
Who can apply?
We are looking for representatives from each of our four regions across Wales:
- North
- Mid
- South East
- South West
Each region will elect three Council members:
- One person we support
- One colleague
- One community member
This means there are 12 Council of Members positions available across Wales. If we are unable to recruit someone for every category in every region, there may be flexibility in how positions are allocated.
How long is the term of office?
Successful candidates will serve on the Council of Members for three years.
At the end of each three-year term, elections are held again to give members the opportunity to stand for election.
What does a Council member do?
As a member of the Council, you will help represent your region and contribute to the ongoing development of the co-operative.
Responsibilities include:
- Meeting with the Board at least once each year.
- Approving the guidelines for Local Forums.
- Setting a positive example and promoting the values of the co-operative.
- Attending your local Co-op Forum meetings.
- Attending regional meetings twice a year.
- Attending Council of Members meetings.
- Supporting recruitment interviews where possible, as requested by the Senior Leadership Team.
How much time will I need to commit?
Council members are expected to attend meetings throughout the year and take part in activities that support the work of the co-operative. This includes local forum meetings, regional meetings, Council meetings and, where possible, supporting recruitment interviews.
Meeting dates and further information will be shared with successful candidates.
Why should I apply?
Joining the Council of Members is a chance to:
- Represent the views of people in your region.
- Help shape the future of the co-operative.
- Ensure members' voices influence important decisions.
- Work alongside other passionate people from across Wales.
- Make a positive difference for people we support, colleagues and local communities.
No matter which membership category you belong to, your experiences and ideas are valuable.
When do applications close?

Do I need previous experience?
No. We welcome applications from people with a range of backgrounds and experiences. What's most important is that you're committed to our co-operative values and want to make a positive contribution.
I'm already a Council member. Can I apply again?
Yes.
Current Council members are encouraged to apply again if they would like to continue serving another term.
Can anyone become a Council member?
You must belong to one of the three membership categories: person we support, colleague or community member. Every person who is supported by Cartrefi and everyone who works for Cartrefi is a member of our co-operative. Community members can include family or friends of people we support or those active within Cartrefi communities or partner organisations.
Will I receive support in the role?
Yes. Successful candidates will receive information about the role, meetings and responsibilities so they can take part confidently. If you are supported by Cartrefi, that support will include any help you need to participate in the Council of Members.
What happens if there aren't enough applicants in every category?
If we are unable to fill every category in every region, we may make adjustments to ensure the Council can continue to represent members effectively.
Ready to make a difference?
The Council of Members is an important part of how our co-operative listens, learns and grows. If you'd like to help shape the future of our organisation and represent the people in your region, we'd love to hear from you.
